一、拥有1套住房且相应购房贷款未结清的居民家庭，其中，成都市天府新区成都直管区、高新区南部园区最低首付款比例不低于70%，且贷款最长年限不超过25年；二、成都市高新区西部园区、锦江区、青羊区、金牛区、武侯区、成华区、龙泉驿区、新都区、温江区、双流区、郫都区等11个区域，最低首付款比例不低于60%，且贷款最长年限不超过25年；三、拥有2套及以上住房的居民家庭，其中，成都市高新区(西部园区、南部园区)、成都天府新区、锦江区、青羊区、金牛区、武侯区、成华区、龙泉驿区、新都区、温江区、双流区、郫都区等12个区域已拥有2套及以上(无论是否有贷款或是否结清相应贷款)住房的家庭，暂停发放商业性个人住房贷款;其他地区，已拥有2套及以上且相应购房贷款未结清的居民家庭，暂停发放商业性个人住房贷款。
【法律依据】：
《中华人民共和国城市房地产管理法》 第六十一条 以出让或者划拨方式取得土地使用权，应当向县级以上地方人民政府土地管理部门申请登记，经县级以上地方人民政府土地管理部门核实，由同级人民政府颁发土地使用权证书。在依法取得的房地产开发用地上建成房屋的，应当凭土地使用权证书向县级以上地方人民政府房产管理部门申请登记，由县级以上地方人民政府房产管理部门核实并颁发房屋所有权证书。
