释义	法律分析：在合同对生效时间或条件没有特别约定时，合同签订之日即成立生效。法律依据：《中华人民共和国城市房地产管理法》第七条国务院建设行政主管部门、土地管理部门依照国务院规定的职权划分，各司其职，密切配合，管理全国房地产工作。县级以上地方人民政府房产管理、土地管理部门的机构设置及其职权由省、自治区、直辖市人民政府确定。第五十四条房屋租赁，出租人和承租人应当签订书面租赁合同，约定租赁期限、租赁用途、租赁价格、修缮责任等条款，以及双方的其他权利和义务，并向房产管理部门登记备案。
