释义	法律分析：自然失业的原因: 摩擦性失业。摩擦性失业是指在经济中由于正常的劳动力流动而引起的失业。也称为工作转换中的失业,或寻找工作性失业。结构性失业。结构性失业是由于经济中一些制度上的原因所引起的失业。法律依据：《失业保险条例》第三条国务院劳动保障行政部门主管全国的失业保险工作。县级以上地方各级人民政府劳动保障行政部门主管本行政区域内的失业保险工作。劳动保障行政部门按照国务院规定设立的经办失业保险业务的社会保险经办机构依照本条例的规定，具体承办失业保险工作。
