释义	如果当地出入境迟运已经恢复对外办公，可以办理往来港澳通行证及相应签注。部分地区因防疫形势仍然严峻，出入境管理部门不对外办公，只接受紧急出境原因码散梁的证件申请。法律依据:《中国公民往来内地与香港或者澳掘睁门特别行政区管理条例》第九条申请前往香港或者澳门，应当履行下列手续，并回答有关的询问:(一）填写申请表；(二）交验身份证、户籍证明或者其他身份证明文件，并提交复印件；(三）提交与申请事由相应的证明；(四）提交公安机关出入境管理部门认为确有必要的其他证明材料。
