可以，出境入境管理法第十二条 中国公民有下列情形之一的，不准出境：(一)未持有效出境入境证件或者拒绝、逃避接受边防检查的二)被判处刑罚尚未执行完毕或者属于刑事案件被告人、犯罪嫌疑人的三)有未了结的民事案件，人民法院决定不准出境的四)因妨害国(边)境管理受到刑事处罚或者因非法出境、非法居留、非法就业被其他国家或者地区遣返，未满不准出境规定年限的五)可能危害国家安全和利益，国务院有关主管部门决定不准出境的六)法律、行政法规规定不准出境的其他情形。
【法律依据】：
《中华人民共和国刑法》 第一百三十三条之一 在道路上驾驶机动车，有下列情形之一的，处拘役，并处罚金：
(一)追逐竞驶，情节恶劣的(二)醉酒驾驶机动车的(三)从事校车业务或者旅客运输，严重超过额定乘员载客，或者严重超过规定时速行驶的(四)违反危险化学品安全管理规定运输危险化学品，危及公共安全的。
机动车所有人、管理人对前款第三项、第四项行为负有直接责任的，依照前款的规定处罚。
有前两款行为，同时构成其他犯罪的，依照处罚较重的规定定罪处罚。
