释义	行为人怀抱婴儿坐在副驾驶的行为，违反了道路交通安全法律、虽然不需要扣分，但是违规者会被判处五元以上三十元以下的金额罚款。出于安全考虑，未满十二岁的未成年人，不应该坐在机动车的前排。《中华人民共和国道路交通安全法实施办法》第四十二条第二项机动车前排不得乘坐未满十二周岁的未成年人，后排搭载学龄前儿童的，按规定使用专用座椅；六十四条行人、乘车人、非机动车驾驶人违反道路交通安全法律、法规关于道路通行规定的，处五元以上三十元以下罚款。
