纳税评估与税务稽查的联系为：实施对象都是纳税人，技术手段都是对纳税人申报的数据分析比对企业账簿凭证、报表。区别为：纳税评估主要是通过对纳税人当期税源真实性的评估，提高纳税人履行纳税义务的能力，同时提高稽查选案的准确性。税务稽查的目的是查处偷税、骗税等税收违法行为，保障税收，促进依法纳税和税收秩序的好转。
