释义	法律分析：不合法。建造师以他人名义或允许他人以自己的名义从事执业活动，伪造、涂改、倒卖、出租、出借或以其他形式非法转让资格证书、注册证书和执业印章的，则可以认定该建造师属于挂靠行为。法律依据：《注册建造师管理规定》第三十五条违反本规定，未取得注册证书和执业印章，担任大中型建设工程项目施工单位项目负责人，或者以注册建造师的名义从事相关活动的，其所签署的工程文件无效，由县级以上地方人民政府建设主管部门或者其他有关部门给予警告，责令停止违法活动，并可处以1万元以上3万元以下的罚款。
