正常行驶车辆撞到违停车辆的，一般是违停车辆的责任。具体情况要看公安机关交通管理部门出具的责任认定书。除此之外，违章停车属于违法行为，应当受到行政处罚。

《道路交通安全违法行为记分分值》第一条机动车驾驶人有下列违法行为之一，一次记12分：（八）驾驶营运客车在高速公路车道内停车的。第二条机动车驾驶人有下列违法行为之一，一次记6分：（七）驾驶营运客车以外的机动车在高速公路车道内停车的。
