1、农村村民建住宅，首先向集体经济组织提出申请。2、村集体经济组织对申请建房户在醒目的地方进行张榜公示.3、国土资源管理所及镇社会事务办公室到实地对申请人是否符合条件，拟用地是否符合规划等进行初审。4、公布期满无异议后，将符合“一户一基”条件的用地户按规定报乡镇人民政府审核后，报县人民政府审批。5、宅基地批准后，国土资源所及镇社会事务办公室到实地批放宅基地，并发放选址意见书，规划许可证，施工许可证(“一书两证”)。6、村民住宅建成后，国土资源所到实地检查是否按批准面积和要求使用土地，对符合要求的建房户核发集体土地使用证书。7、村民凭土地使用证及规划许可证申请办理房屋所有权证。
【法律依据】：
《中华人民共和国土地管理法》 第三十八条 农村居民建住宅，应当使用原有的宅基地和村内空闲地。使用耕地的，经乡级人民政府审核后，报县级人民政府批准；使用原有的宅基地、村内空闲地和其他土地的，由乡级人民政府批准。
农村居民建住宅使用土地，不得超过省、自治区、直辖市规定的标准。
出卖、出租住房后再申请宅基地的，不予批准。
