《关于深化国有企业内部人事、劳动、分配制度改革的意见》第二条 在管理、专业技术岗位工作的即为管理人员，按干部身份退休；其它岗位工作的人员按工人身份退休。岗位发生变动后，其收入和其他待遇要按照新的岗位相应调整，应该按照劳动法的规定，通过签订劳动合同来明确劳动者的工作内容、岗位等。
