释义	法律分析：在物业已经出卖并交付给业主的，业主是交纳服务费的义务人。物业交付后，由买受人开始承担，业主的物业费从交付之日起开始计算，入住后，全额收取。业主办理入住手续后长期(连续性六个月以上)未入住的空置物业及入住后长期未使用的空置物业，业主应向物业管理企业书面备案，按规定或约定公共服务费标准的70%交纳空置物业管理费，或按省市县有关部门对空置房减免的规定收取物业费。法律依据：根据《物业管理条例》第42条规定：已竣工但尚未出售或者尚未交给物业买受人的物业，物业服务费用由建设单位交纳。
