释义	法律分析：土地的多有权归村集体所有，也就是村委会所有，这是我国最基本的土地制度。甲农户虽然开垦并耕种了多年，但土地所有权的性质不会改变。国家征用农村土地，给与相应的补偿共分三部分：地上附着物及青苗补偿，土地补偿，安置补助。法律依据：《中华人民共和国土地管理法》第四十六条国家征收土地的，依照法定程序批准后，由县级以上地方人民政府予以公告并组织实施。被征收土地的所有权人、使用权人应当在公告规定期限内，持土地权属证书到当地人民政府土地行政主管部门办理征地补偿登记。
