举报无证经营可以向市场监督管理局投诉解决。无证经营是指经营者未依法取得许可证、批准文件，或者许可证、批准文件被吊销、撤销、有效期届满，擅自从事有关经营活动。

法律客观：

《无照经营查处取缔办法》第九条任何单位或者个人有权向查处部门举报无证无照经营。查处部门应当向社会公开受理举报的电话、信箱或者电子邮件地址，并安排人员受理举报，依法予以处理。对实名举报的，查处部门应当告知处理结果，并为举报人保密。
