法律分析：贫困残疾家庭的认定标准因为各地实际情况均有不同，所以各地的标准都各不相同。低收入家庭一般是指家庭人均收入高于当地城乡低保标准，但低于低保标准1.5倍，且财产状况符合当地相关规定的低保边缘家庭；重残人员是指持有中华人民共和国残疾人证的一级、二级重度残疾人，有条件的地方可扩大到三级智力、精神残疾人。
法律依据：《社会救助暂行办法》
第十五条 特困人员供养的内容包括：
（一）提供基本生活条件；
（二）对生活不能自理的给予照料；
（三）提供疾病治疗；
（四）办理丧葬事宜。
特困人员供养标准，由省、自治区、直辖市或者设区的市级人民政府确定、公布。
特困人员供养应当与城乡居民基本养老保险、基本医疗保障、最低生活保障、孤儿基本生活保障等制度相衔接。
第十六条 申请特困人员供养，由本人向户籍所在地的乡镇人民政府、街道办事处提出书面申请；本人申请有困难的，可以委托村民委员会、居民委员会代为提出申请。
特困人员供养的审批程序适用本办法第十一条规定。
