释义	对于非法集资的钱,基本上很难收回所有的。如果犯罪分子挥霍后留下的钱被追回,应按一定比例返还被害人。清理债权债务后,没收剩余违法财产,当场上缴中央国库。在取缔非法公众存款和非法集资活动的过程中,地方政府只负责组织协调工作,而不能采取财政拨款的方式来弥补非法集资造成的损失。法律依据：《中华人民共和国刑法》第一百七十六条非法吸收公众存款或者变相吸收公众存款,扰乱金融秩序的,处三年以下有期徒刑或者拘役,并处或者单处二万元以上二十万元以下罚金。
