释义	法律分析：小规模纳税人没有证书，只有一般纳税人才有。法律依据：《中华人民共和国税收征收管理法》第四条第二款纳税人、扣缴义务人必须依照法律、行政法规的规定缴纳税款、代扣代缴、代收代缴税款。第三十条第一款扣缴义务人依照法律、行政法规的规定履行代扣、代收税款的义务。对法律、行政法规没有规定负有代扣、代收税款义务的单位和个人，税务机关不得要求其履行代扣、代收税款义务。
