释义	就我国传统的行政法两基本原则来说，合法性和合理性原则既然能成为行政法的基本原则，笔者认为其内涵应涉及两个部分，一是该两原则是行政机关作出行政行为时应遵循的普遍性原则，这也是作为行政法基本原则的主要方面。引申开来，严格按照该基本原则作出的行政行为应该能够经受住司法权的监督和检验，故在司法权对行政权进行司法审查时，行政法的基本原则也应在很大程度上成为司法审查原则的参照。
