释义	《烟草控制框架公约》的性质是全球性公约。《烟草控制框架公约》是世界卫生组织第一个具有国际法约束力的全球性公约,也是第一个旨在限制全球烟草和烟草制品的公约。法律依据: 《国务院办公厅关于办理国际条约协定批准手续或者核准手续问题的通知》一、依法应当提请全国人大常委会决定批准或者报请国务院核准的国际条约、协定，有关部门应当自签署之日起三个月内报送国务院；因特殊情况需要选择适当时机提请全国人大常委会决定批准或者报请国务院核准的，可以不受三个月期限的限制，但是在报送国务院时，应当说明原因。
