释义	法律分析：外地车肇事逃逸处罚，造成交通事故后逃逸，尚不构成犯罪的一次扣12分，由公安机关交通管理部门处二百元以上二千元以下罚款，造成交通事故后逃逸的，由公安机关交通管理部门吊销机动车驾驶证，且终生不得重新取得机动车驾驶证。法律依据：《中华人民共和国道路交通安全法实施条例》第九十二条发生交通事故后当事人逃逸的，逃逸的当事人承担全部责任，但是有证据证明对方当事人也有过错的，可以减轻责任。只要发生肇事逃逸，即可定为全责，但如果对方有无证、醉酒、闯红灯等违法行为，可以认定主次责任。
