正常经营的个人独资企业，只要是合规经营，并没有必须注销的规定。但是要注意的是，核定征收的个人独资企业注销流程是非常便捷的，不麻烦。
个人独资企业注销所需资料：1、投资人签署的注销登记申请书（原件1份）；2、经办人身份证明（复印件1份，验原件）；
3、投资人签署的无债权债务等声明及承担相应责任的承诺书（原件1份）；4、注销公告（原件1份）
个人独资企业注销流程1、受理并审核申请材料；2、发布注销公告；3、异议提出程序；4、核准注销；

《中华人民共和国个人独资企业法》
第二十七条 个人独资企业解散，由投资人自行清算或者由债权人申请人民法院指定清算人进行清算。
投资人自行清算的，应当在清算前十五日内书面通知债权人，无法通知的，应当予以公告。债权人应当在接到通知之日起三十日内，未接到通知的应当在公告之日起六十日内，向投资人申报其债权。
第二十八条 个人独资企业解散后，原投资人对个人独资企业存续期间的债务仍应承担偿还责任，但债权人在五年内未向债务人提出偿债请求的，该责任消灭。
