释义	强吻未成年女生犯法，违反治安管理处罚法。行为人为了追求性的刺激，以满足其变态性欲，对他人的身体进行抠摸等，属于猥亵。对未满14周岁的儿童实施猥亵的行为，即使未成年人自愿，也可视为猥亵。以暴力、胁迫或者其他方式强制亲吻的，构成猥亵罪，要被判刑。法律依据：《中华人民共和国治安管理处罚法》第四十四条猥亵他人的，或者在公共场所故意裸露身体，情节恶劣的，处五日以上十日以下拘留亵智力残疾人、精神病人、不满十四周岁的人或者有其他严重情节的，处十日以上十五日以下拘留。
