释义	法律制裁，是指特定的国家机关对责任主体依其所负的法律责任而实施的惩罚性或保护性强制措施。法律制裁与法律责任有密切联系。法律制裁是承担法律责任的重要方式，法律责任是前提，法律制裁是结果或体现。但有法律责任不等于有法律制裁。当责任人主动履行了其应承担的法律责任时，就不存在法律制裁。只有当责任人不主动承担法律责任、需由特定国家机关凭借国家强制力追究其法律责任时，才称为法律制裁。
