释义	法律分析：我国司法局没有抓人的权利。只有公安机关、检察机关、法院、国家安全局、海关、军队保卫部门这些机关可以抓人，司法局无权抓人。人民法院在办案过程中，对自诉案件的被告人和公诉案件的被告人，只要符合逮捕条件，认为应当逮捕时，都有权决定逮捕。决定逮捕应制作决定逮捕书，并送交公安机关执行。法律依据：《中华人民共和国刑法》第三十七条中华人民共和国公民的人身自由不受侵犯。任何公民，非经人民检察院批准或者决定或者人民法院决定，并由公安机关执行，不受逮捕。
