法律分析：2006年根据社会发展的需求,西藏开始全面推行"双向选择,自主择业"的高校毕业生就业政策.相比较而言,西藏高校毕业生就业机制变革虽然比较晚,开展进度也比较缓慢,但相关政策的推行,对解决西藏高校毕业生的就业问题还是相当有效的。
法律依据：财政部、人力资源社会保障部印发《就业补助资金管理办法》 第二条 本办法所称就业补助资金是由县级以上人民政府设立，由本级财政部门会同人力资源社会保障部门（以下简称人社部门）管理，通过一般公共预算安排用于促进就业创业的专项资金。
