法律分析：
外地营业执照不可以在本地使用。根据国家工商总局《对企业在住所外设点从事经营活动有关问题的答复》，企业法人可以在异地以自己的名义从事经营活动，只要不属于设点经营，就无需另办营业执照。
法律依据：
《公司登记管理若干问题的规定》 第三十二条 公司擅自设立分公司的，责令改正；有非法所得的，处以非法所得额3倍以下的罚款，但最高不超过3万元；没有非法所得的，处以1万元以下的罚款。
