释义	律师分析: 不是。起诉是向法院提起诉讼，是否受理立案由法院依法确定。先有原告起诉，然后有法院的受理和审查立案，二者有关联，但不是一回事，起诉后法院也可能不予受理立案。【法律依据】: 《中华人民共和国民事诉讼法》第一百二十三条人民法院应当保障当事人依照法律规定享有的起诉权利。对符合本法第一百一十九条的起诉，必须受理。符合起诉条件的，应当在七日内立案，并通知当事人;不符合起诉条件的，应当在七日内作出裁定书，不予受理;原告对裁定不服的，可以提起上诉。
