释义	法律分析: 跨境债权转让只要符合法律规定就是有效的，跨境债权转让也应当通知债务人，且境内外资银行跨境债权转让如果导致中资银行外债超过核定指标违反外汇管理规定，则认定为无效，除此之外该转让有效。法律依据:《《中华人民共和国民法典》》第五百四十六条【债权转让通知】债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
