释义	文化康乐福利是指国家和社会为满足人们的文化康乐的精神需要而兴办的具有福利性质的文体活动设施和相应的服务，包括公园、图书馆、博物馆、群众艺术馆、文化康乐中心等场馆以及群众性体育运动设施等。并非所有的文化康乐设施都属于社会福利范畴，要成为文化康乐福利必须符合下列条件：（l）国家或集体兴办和实施管理，并给予资金支付；（2）为满足社会大众的精神需要而兴办的，不以赢利为目的。（3）实行免费或低偿的服务；（4）向社会开放，广大群众能普遍、平等地享用。法律依据《中华人民共和国劳动法》
