释义	法律分析：任何时候买的飞机票都是可以退订的。疫情期间退机票不收手续费，根据国家全民航局最新规定，在2020年1月28日以前购买的机票如果需要退票，那么都可免收手续费。法律依据：《中国民用航空旅客、行李国内运输规则》第二十三条航班取消、提前、延误、航程改变或承运人不能提供原定座位时，旅客要求退票，始发站应退还全部票款，经停地应退还未使用航段的全部票款，均不收取退票费。
