释义	法律分析：对于接受的案件，或者发现的犯罪线索不属于管辖又必须采取紧急措施的，应当先采取紧急措施，然后办理手续，移送主管机关。法律依据：《公安机关办理刑事案件程序规定》第一百五十九条对于接受的案件，或者发现的犯罪线索，公安机关应当迅速进行审查。经过审查，认为有犯罪事实，但不属于自己管辖的案件，应当在二十四小时内，经县级以上公安机关负责人批准，签发《移送案件通知书》，移送有管辖权的机关处理。
