释义	法律分析：“三同时”制度，是指新建、改建、扩建的基本建设项目、技术改造项目、区域或自然资源开发项目，其防治环境污染和生态破坏的设施，必须与主体工程同时设计、同时施工、同时投产使用的制度简称“三同时”制度。法律依据：《中华人民共和国环境保护法》第二十六条国家实行环境保护目标责任制和考核评价制度。县级以上人民政府应当将环境保护目标完成情况纳入对本级人民政府负有环境保护监督管理职责的部门及其负责人和下级人民政府及其负责人的考核内容，作为对其考核评价的重要依据。考核结果应当向社会公开。
