释义	法律分析：联合行文有两个条件: (一)涉及多方面和多部门的事,单方面或一个部门行文无效而必须联合行文; (二)联合行文者必须是同一级别的机关或部门,如中共中央和国务院联合行文,中共中央办公厅与国务院办公厅联合行文,省委和省政府联合行文等。法律依据：《党政机关公文处理工作条例》第十七条同级党政机关、党政机关与其他同级机关必要时可以联合行文。属于党委、政府各自职权范围内的工作，不得联合行文。党委、政府的部门依据职权可以相互行文。部门内设机构除办公厅（室）外不得对外正式行文。
