释义	法律分析：动物卫生监督机构，肉品检验检疫合格证是由动物卫生监督和管理部门进行颁发的。肉品在屠宰、出售或者运输动物以及出售或者运输动物产品前，货主应当按照国务院兽医主管部门的规定向当地动物卫生监督机构申报检疫。接到检疫申报后，检疫合格的，出具检疫证明、加施检疫标志。只有经过动物卫生监督和管理部门进行检疫合格后的肉品才能正常在市场上进行销售。法律依据：《中华人民共和国动物防疫法》第十一条县级以上地方人民政府的动物卫生监督机构依照本法规定，负责动物、动物产品的检疫工作。
