释义	法律分析：根据我国相关法律规定，集体建设用地不可以通过划拨的方式取得，目前只有国有土地可以通过划拨取得。法律依据：《中华人民共和国土地管理法》第五十四条　建设单位使用国有土地，应当以出让等有偿使用方式取得；但是，下列建设用地，经县级以上人民政府依法批准，可以以划拨方式取得：（一）国家机关用地和军事用地；（二）城市基础设施用地和公益事业用地；（三）国家重点扶持的能源、交通、水利等基础设施用地；（四）法律、行政法规规定的其他用地。
