释义	已付款给客户,但客户不开发票怎么办？开具发票的主张能否作为一项独立诉讼请求。税务机关是发票的主管机关，对拒不开具发票的行为，权利遭受侵害的一方当事人可向税务部门投诉，由税务部门依照税收法律法规处理。同时发票管理办法也规定，对拒不开票的义务人，税务管理机关可责令开票义务人限期改正，没收其非法所得，可并处罚款。增值税专用发票管理制度还规定，取消开具增值税发票的资格、收回拒不开票义务人的增值税发票。这样解释好理解吗？该内容由杨振军律师和律说律答共创回答
