释义	不可以。公租房个人是没有产权的，只有承租权，不能办理过户手续。公租房的承租权不得转让。但是，同一户口地址的共同居住人，或者具有常住户口的其配偶和直系亲属，有权继续履行该公租房的租赁合同成为新的承租人。法律依据：根据《公共租赁住房管理办法》第七条申请公共租赁住房，应当符合以下条件：1、在本地无住房或者住房面积低于规定标准；2、收入、财产低于规定标准；3、申请人为外来务工人员的，在本地稳定就业达到规定年限。
