释义	店铺转让烟草证无法变更。烟草证不可以过户，烟草专卖许可证的持证人改变经营地址（因道路规划、城市建设等客观原因除外）或者具有国家烟草专卖局规定的其他情形的，应当重新申领烟草专卖许可证；所持有的烟草专卖许可证其他登记事项发生改变的，应当及时变更烟草专卖许可证。任何企业或者个人不得涂改、伪造、变造烟草专卖许可证。不得买卖、出租、出借或者以其他形式非法转让烟草专卖许可证。
