释义	法律分析: 工程评估是指综合评价工程项目的技术与质量、环境保护因素、投入产出效益以及社会影响等方面的过程。应当根据评估目的、遵循评估原则、按照评估程序、采用科学的评估方法、结合评估经验进行评估。《中华人民共和国建筑法》第六十一条交付竣工验收的建筑工程，必须符合规定的建筑工程质量标准，有完整的工程技术经济资料和经签署的工程保修书，并具备国家规定的其他竣工条件。建筑工程竣工经验收合格后，方可交付使用；未经验收或者验收不合格的，不得交付使用。
