释义	法律分析：符合法定条件，可以自己办理，也可以聘请或委托律师或者他人办理，属于非诉事项委托。代办收养的手续与领养人自己去办理收养的手续是一样的。法律依据：《收养登记工作规范》第十三条受理收养登记申请的条件是： (一)收养登记机关具有管辖权； (二)收养登记当事人提出申请； (三)当事人持有的证件、证明材料符合规定。收养人和被收养人应当提交2张2寸近期半身免冠合影照片。送养人应当提交2张2寸近期半身免冠合影或者单人照片，社会福利机构送养的除外。
