释义	法律分析：农村第一轮土地承包从1983年前后开始，各地区稍有所不同，到1997年止，承包期为15年。第一轮承包是指实行家庭联产承包时算起，大部分地方第一轮承包时间为1980年，再延长30年，统一确定起始时间在1997年，这就是第二轮承包。法律依据：《中华人民共和国农村土地承包法》第二十一条承包期限和承包合同，耕地的承包期为三十年。草地的承包期为三十年至五十年。林地的承包期为三十年至七十年；特殊林木的林地承包期，经国务院林业行政主管部门批准可以延长。
