有权拒绝,并要求赔偿,调岗降薪属于变更劳动合同内容,应与劳动者协商达成一致并签订书面文件,若劳动者未同意的,用人单位调岗降薪的,劳动者可以以未及时足额支付劳动报酬为由申请劳动仲裁,要求解除劳动关系并支付经济补偿金。
