释义	法律分析：海南省对外地牌照的车辆已经限行了，从2019年8月1日起，海南限行“外地车”，且外地车辆进入海南需提前申请，且外地牌照车辆在海南最多一年只能跑120天。法律依据：《关于对部分小客车实施限行的通告（试行）》第一条进入海南省道路行驶的非本省号牌小客车，须通过网络、电话或者窗口方式办理登记。每辆车每年通行总天数不超过120天，可多次办理。第二条驻琼机构和在琼注册登记企业已在本省使用的非本省号牌小客车，实行过渡期通行证备案管理，过渡期于2020年12月31日截止。
