释义	法律分析：遗失非税收入票据的应当上报当地财政部门,然后依法登报声明作废。法律依据：《政府非税收入管理办法》第二十四条除财政部另有规定以外，执收单位征收非税收入，应当向缴纳义务人开具财政部或者省级财政部门统一监(印)制的非税收入票据。对附加在价格上征收或者需要依法纳税的有关非税收入，执收单位应当按规定向缴纳义务人开具税务发票。不开具前款规定票据的，缴纳义务人有权拒付款项。
