释义	法律分析: 若行为人有盗刷他人银行卡的行为，则当事人可以前往银行将卡片先行进行冻结，再前往公安机关报警要求警方进行处理。我国《银行卡业务管理办法》规定，任何单位和个人骗领、冒用信用卡的，应当根据《中华人民共和国刑法》及相关法规进行处理。《银行卡业务管理办法》第六十一条任何单位和个人有下列情形之一的，根据《中华人民共和国刑法》及相关法规进行处理：（一）骗领、冒用信用卡的；（二）伪造、变造银行卡的；（三）恶意透支的；（四）利用银行卡及其机具欺诈银行资金的。
