释义	法律分析：政府隐性债务从理论上来讲不属于地方政府债务，主要通过不合规操作(如担保、出具承诺函)或变相举债产生。目前各界对于隐性债务仍缺乏统一口径和认定标准，未来如何处置、是否可以通过新一轮甄别使其显性化目前还未明确。法律依据：《政府会计准则——基本准则》第三十三条负债是指政府会计主体过去的经济业务或者事项形成的，预期会导致经济资源流出政府会计主体的现时义务。现时义务是指政府会计主体在现行条件下已承担的义务未来发生的经济业务或者事项形成的义务不属于现时义务，不应当确认为负债。
