释义	法律分析：能修改，办理出生证家长要先填写《出生医学证明》首次签发登记表，新生儿名字及父母亲身份信息按照家长填写的和提供的身份证件打印。出生证一旦打印签发任何信息不能改，医院没有改别人信息的权力。所以在出生证没有录入信息打印出来之前首次签发登记表填错了还可以更改。法律依据：《出生医学证明》第六条各县、市、区卫生行政部门应定期对出生医学证明的管理情况进行监督检查。严禁任何单位和个人伪造、倒卖、骗取、转让、出借、私自涂改或使用非法印制的《出生医学证明》。
