释义	法律分析：一般是不可以的,没有拿到卫生许可证的被查到会被罚款或者吊销营业执照的。法律依据：《中华人民共和国食品卫生法》第二十七条食品生产经营企业和食品摊贩，必须先取得卫生行政部门发放的卫生许可证方可向工商行政管理部门申请登记。未取得卫生许可证的，不得从事食品生产经营活动。食品生产经营者不得伪造、涂改、出借卫生许可证。卫生许可证的发放管理办法由省、自治区、直辖市人民政府卫生行政部门制定。
