释义	“严格责任原则”又称“无过错原则”或者“无过失原则”。无过错责任原则是指损害的发生既不是加害人的故意也不是受害人的故意和第三人的故意造成的,但法律规定由加害人承担民事责任的一种特殊归责原则;它是一种基于法定特殊侵权行为的归责原则,其目的在于保护受害人合法权益,有效弥补受害人因特殊侵权行为所造成的损失。法律依据：《中华人民共和国民法典》第一千一百六十六条，行为人造成他人民事权益损害,不论行为人有无过错,法律规定应当承担侵权责任的,依照其规定。
