释义	法律分析：是的，他项权证指在他项权利登记后，由房管部门核发、由抵押权人持有的权利证书。法律依据：《城市房地产抵押管理办法》第三十四条以依法取得的房屋所有权证书的房地产抵押的，登记机关应当在原《房屋所有权证》上作他项权利记载后，由抵押人收执。并向抵押人颁发《房屋他项权证》。以预售商品房或者在建工程抵押的，登记机关应当在抵押合同上作记载。抵押的房地产在抵押期间竣工的，当事人应当在抵押人领取房地产权属证书后，重新办理房地产抵押登记。
